I am not really in the money-raising business, but I know that you can buy lists of accredited investors.
We have an OZ fund and intend to invest in five qualified zones in Western Kansas. Our problem is access to qualified investors. What can we do to find investors?

Certain companies, people and places have more accredited and qualified investors than others. COI, or centers of influence, are professional organizations or people who work with such individuals, such as private banks, certain attorneys and CPAs. You can also find them concentrated in family offices, investing clubs or simply high-end golf or resort communities. My suggestion: Go to where the money is, and work with the professionals who service the qualified crowd.
