The anti-abuse regulations say that the IRS does not want QOFs or QOZBs to engage in land speculation, so you'd be taking what I would consider an unreasonable risk in trying to "land bank" through an OZ investment.
Land must be used in an active trade or business. Holding land for investment is not a qualified property.
