About Wendi Kotzen

Wendi Kotzen is a tax attorney. She’s a partner at Ballard Spahr LLP.

Ballard Spahr was founded in 1885. It provides counseling and advocacy in more than 40 areas within intellectual property, litigation, business and finance, real estate, and public finance. The firm’s clients range from large public companies and privately held corporations to government agencies and nonprofit organizations. Ballard Spahr employs more than 650 across 15 U.S. offices.

Kotzen is a practice leader of Ballard Spahr's tax group. With an extensive background in Pennsylvania and Philadelphia realty transfer tax planning, she advises clients on the taxation of all types of real estate transactions, and mergers and acquisitions. Kotzen is also experienced working with REITs, real estate partnerships, leasing transactions, Pennsylvania state tax incentives, and structuring like-kind exchanges. She also regularly advises on Pennsylvania state and local tax planning and opportunities. Kotzen has recently focused on the new Qualified Opportunity Zone tax incentive to assist clients to form and structure qualified opportunity funds.

Kotzen also represents clients before federal, state, and local tax agencies contesting proposed adjustments and in connection with obtaining rulings on tax issues. She provides tax advice in labor and other litigation matters and withholding tax issues.

Kotzen has a law degree from the George Washington University Law School, and a Master of Laws degree from the New York University School of Law. She earlier graduated from the University of Pennsylvania with a bachelor’s degree.
